CMENT – Jefferson Solutions, LLC is a Small Business Administration (SBA) approved Mentor-Protégé Joint Venture between Contract Management Enterprises, LLC (CMENT) and Jefferson Consulting Group, LLC (Jefferson).
CMENT is the protégé. CMENT is 8(a), HUBZone, and Economically Disadvantaged Woman-Owned Small Business (EDWOSB) certified by SBA. Established in 2015, CMENT specializes in full lifecycle acquisition services, acquisition training, grants management, and mission/institutional support services. CMENT serves as both a prime and subcontractor in support of various federal agencies.
Jefferson Consulting Group is the mentor. Jefferson is an award-winning, professional services firm dedicated to helping federal agencies solve problems and deliver results. Jefferson has supported more than 70 federal agencies on acquisition, grants management, human capital, program management, and mission/institutional support services since 1996. Jefferson has provided these services across the U.S. and in more than 70 countries. Jefferson is ISO 9001:2015 and Great Place to Work certified. Jefferson leverages its systems, approaches, and certifications as part of the joint venture.

RITA CALDWELL | PRESIDENT | CMENT
Rita leads CMENT with a people first vision, prioritizing the objectives of those she and her team supports. She has nearly 15 years of experience leading and contributing to cross-functional teams, using her project & proposal management expertise to focus teams on developing quality deliverables. Prior to CMENT, Rita served in management roles where she successfully led teams in developing business and strategic growth for companies such as Unisys and various small businesses in the federal contracting space. Rita holds a MBA from Frostburg State University, and she is APMP certified.

PHILLIP CALDWELL | EXECUTIVE VICE PRESIDENT | CMENT
Phillip leads with a people growth vision, prioritizing and investing in the development of each individual on his team. Phillip is a federal acquisition SME with nearly 15 Years’ expertise in providing acquisition services, leading acquisition teams and developing and implementing strategies that yield results. During his career Phillip has supported various commercial, federal and District entities including Navy, DTRA, WRAIR, HHS, DOT, ICE, Treasury, DC OCP, USDA and Deloitte. Phillip holds a MBA with a concentration in IT Project Management, and he holds a CFCM.

JANET CLEMENT | CHIEF EXECUTIVE OFFICER | JEFFERSON CONSULTING GROUP
As CEO of Jefferson, Janet Clement epitomizes leadership with her dynamic approach, exemplifying over 30 years of expertise in spearheading growth, change, and innovation. Her tenure is marked by an unwavering commitment to customer-focused solutions. Under her stewardship, Jefferson has flourished, both in market reputation and internal strategy cohesion. Janet’s belief in the transformative power of a people-centric culture has been pivotal in creating an innovative workplace. Her hands-on leadership style fosters collaboration across executive and senior management teams, driving solutions that address government challenges with client-centricity and high-impact results.
Before her current role, Janet oversaw a small business’s growth from $20M to $50M as the Chief Operating Officer. Her strategic vision and execution led to the establishment of a Shared Services Business Unit and the significant win of the Department of Commerce HR Shared Services contract. Her previous positions include Senior Director at ASI Government and a nine-year tenure at Unisys Federal, where she developed a Human Capital Practice and managed strategic accounts across various federal agencies. Janet’s roots in the public sector include significant roles at the U.S. Mint and the Air Force Office of Scientific Research.
Her active involvement in industry organizations further strengthens her leadership. She is a member of the Executive Committee for Professional Services Council and for the Industry Advisory Council for ACT-IAC, as well as a member of the founding board of directors for the Coalition for Racial and Ethnic Equity in Development (CREED).

JEREMY ARENSDORF | CHIEF GROWTH OFFICER | JEFFERSON CONSULTING GROUP
Jeremy Arensdorf, serving as the Executive Vice President and Chief Growth Officer at Jefferson, is the driving force behind the company’s new business initiatives and proposal efforts. His tenure at Jefferson is marked by transformative growth, guiding the company into new service areas and agencies. With a portfolio of serving over 20 federal agencies, his expertise in federal acquisition, organizational development, and project management is unparalleled.
Jeremy’s credentials include a PMP certification and being a Fellow of ACT-IAC. His leadership has been acknowledged through his chairmanship of the Acquisition Management Shared Interest Group and his selection for APMP’s 40 Under 40 award. He holds an MBA from Georgetown University and a BA with high distinction from Hastings College.
Before joining Jefferson, Jeremy’s dynamic background includes being the Director of Forensics at Doniphan-Trumbull High School in Nebraska, where he established a premier speaking program.
